Relations of Trust and Institution: Testing Cultural and Institutional Theory In Korea. Korean Policy Studies Review, 14(2) : 131-156.

Cultural theory and institutional theory are competiting over the influence factor of a stable democracy. Cultural theory emphasizes on the fact that personal trust is the very basis of institutional trust and a stable democratic government. On the contrary, institutional theory puts importance on the institutional success as the basis for the strengthening of democracy and personal trust. This study aims to clear which theory is more appropriate in Korea. The result of analysizing 887 residents living in Seoul, Pusan, Gwangju, and Daejon is as follows: ① culture theory has had more supports through the dual cause and effect analysis of trust and institution. In the meantime, institutional theory has a partial support. This means that current low level trust structure can't be improved in a short term through the endeavor of government. ② The utility of private trust has been proved. The value of private trust has been shown in the process of checking the institutional theory. Institutioinal success has had no direct influence on the general trust; but it is shown to have a very negative effect on private trust. It is also shown that as the corruption becomes high, so the private trust becomes high; on the contrary, as the economic success and the legal equality are high, so private trust becomes low. This means that as the institutional success is not enough, general trust decreases and private trust increases. Based upon such results, this research discusses how to stabilize democracy through the increase of general trust.
